Bethel High School

Radio & Television Broadcasting Guidelines

High school radio & televison broadcasting is governed by the same basic legal rights and responsibilities as in professional broadcasting. High school journalists have the right guaranteed in the First Amendment to free expression, insofar as broadcasted items may not contain slander or obscenity, invade the privacy of individuals, incite or violate the laws of copyright, or violate community standards of appropriateness.

In keeping with recent court interpretations of cases dealing with the high schools, it is understood that censorship, while not desirable, is legal in some cases; however it can be avoided through a commitment by the staff to excellence in reporting.

With the right to freedom of expression comes an obligation to the highest ideals of the broadcasting and journalistic professions. These include responsibility, independence, sincerity, truthfulness, accuracy, impartiality, fair play and decency. Good taste should be exercised in all content.

Stated generally, the goals of student broadcasts at Bethel Senior High School are to inform, entertain, interpret (through editorial commentary ), and provide a sounding board for ideas and opinions of students and faculty. In addition, it is understood that broadcasts are primarily designed to serve as a laboratory experience for students interested in learning the techniques of sound journalistic practice and improving their broadcast skills.

I. Content Guidelines

A. Broadcasts shall be free of profanity, vulgarity and words or images which have acquired undesirable meanings, as judged by the generally accepted standards of the community.

B. Broadcasts shall contain no statements or images derisive of any race, religion, sex or national origin.

C. Broadcasts shall show no disrespect for law enforcement nor the generally accepted ethics of the community.

D. Broadcasts shall not advocate illegal acts of any kind nor disruption of the school environment.

E. Broadcasts shall adhere to the 1987 Radio & Television News Directors Association code of ethics.

F. Broadcasts shall avoid editorial material which encourages cheating.

G. Broadcasts shall avoid naming or picturing students, faculty, or staff who have violated public law or school board policy. Broadcasts will furthermore refrain from publicizing names or images of individuals with AIDS or other personal illness without the written consent of the individual and in the case of a minor the written consent of the individual's parent or guardian.

H. Expressions of opinion in a broadcast on controversial subjects must be clearly identified as such by means of direct or indirect quotes or by means of an identity title graphic or credit.

I. To maintain independence and integrity, broadcasts shall not become involved in, or take sides with, any rivalries or jealousies within the school. No person or organization is to be permitted to use broadcasts to his or her own ends - be that a staff member, the adviser, a teacher, the administration, an organization, or someone outside the school.

J. Items which may be deemed by the adviser to be a violation of libel, slander, right to privacy, or copyright law will not be broadcast.

K. Promotion of illicit drugs, alcohol and tobacco will not be accepted nor will any music, photo or art work depicting the use of these products. The broadcasting staffs likewise reserve the right to refuse any advertising of a controversial nature including, but not limited to, advertisements for teen counseling services for contraception, pregnancy, abortion and homosexuality; cults or discriminatory organizations; or other issues which might cause division among the staff, the student body, the faculty, the school district or the community.

L. Students are expected to take an active interest in the events around them and, accordingly, there are no such things as "taboo" topics. Items of a controversial nature can be discussed by the entire staff and that group may render a decision about the item's suitability for broadcast, based upon strict adherence to the Broadcast Journalism guidelines set forth herein.

M. An error of fact in any broadcast will require a labeled statement of correction in the following broadcast or edition according to appropriate or feasible time and space limitations.

 

II. Staff Qualifications and Selection

A. Staff selection for Radio & Television Broadcasting will be determined through an application process carried out before the new semester's enrollment. Student applicants will be evaluated on the basis of skills, experience, grade point average, citizenship and attendance.

B. A staff member must meet at least one of these criteria:

  • A student who has completed a Beginning Photography class at Behtel High School with an A or B grade.
  • A student from another school who has completed instruction in radio broadcasting or video production with an A or B grade.
  • Provide a sample videotape portfolio or audio cassette demo tape deemed above average by the current advisor.
  • A student with a letter of recommendation from two Bethel High school teachers will be allowed on staff on a trial basis to assess his or her suitability for a staff position. The trial period will successfully conclude at the end of their first semester on staff by earning an A or B grade.

C. Immediate removal from the class may be recommended by the adviser or principal in the case of deliberate violations of the Bethel High School Radio & Television Broadcasting Guidelines.

KBHS Radio Staff:

A. Job Description:

  • Get program day/style assignment from Adviser
  • Write out 30 minute program run-down sheet
  • Check-out needed field and studio Sound & Production Equipment.
  • Select & Record appropriate music cuts.
  • Record Interview guest.
  • Turn in edited audio cassette program tape to adviser.

B. Qualifications:

  • Meets at least one staff selection criteria.
  • Knowledge of musical styles/artists demonstrated by samples of work.
  • Knowledge of sound recording equipment.

C. Job Expectations:

  • Responsible for producing program by deadline.
  • Responsible for all equipment that is used.
  • Get students and staff to appear for program interviews.
  • Keeps accurate log of weekly work completed
  • Attends staff meetings.
  • Works closely with other staff members in improving KBHS Radio.

KBHS News Staff

A. Job Descriptions:

1. TECHNICAL DIRECTOR:

  • Responsible for the changing of video sources using cuts and transitions and putting up graphics during the recording of the KBHS News daily announcments.
  • Confirm that there is a clear video signal from the following video sources:
  1. Camera 1
  2. Camera 2
  3. Camera 3
  4. Camera 4 (Mini-DV/S-VHS VCR)
  • Check for white balance & focus of the three cameras.
  • Check camera framming.
  • Check lighting; Have Floor Director adjust lights or anchor positions if needed.
  • Confirm that the control room Record VCR is receiving switcher signals.
  • Cue the Floor Director on headsets for camera switches or playing of clips.
  • Turn on Channel One System and play Pledge of Allegiance and program tapes.
  • Shut down the computer and turn off power strip to switcher, computer, VCR's & monitors.

2. TAPE:

  • Responsible for creating on the computer, using TitleWave software-
  • KBHS News and Sports intros.
  • Anchor Name lower thirds graphics.
  • Annoucement topic corner graphics.
  • Closing credits- the first & last names of

  • Turn off sound board and put music CDs away.

4. TELEPROMTER:

  • Responsible for TelePromter operation during recording of KBHS News.
  • Turn on computer & load program.
  • Check announcements for appropriate date/s. Insert & delete as needed.
  • Add last minute announcements.
  • Monitor anchor reading pace and adjust Tele-Prompter speed as needed.
  • Re-save announcements, close program and shut off computer.

5. ANCHORS:

  • Responsible for the on-camera delivery of news & information.
  • Place microphone on collar of clothing.
  • Count or say ABC's for Sound Technicians during sound check.
  • Confirm that the Tele-Prompters are functioning.
  • "Read-through" announcements for correct pronunciation and pacing.
  • Understand Floor Director cues: Recording Black, Camera Number, Hold, G0, Slow Down, Cut.
  • Use your individual personality in a positive manner.

6. FLOOR DIRECTOR:

  • In charge of the studio cameras and giving anchors directions.
  • Turn power on to cameras & monitors.
  • White balance, focus and frame the three cameras.
  • Confirm that the control room is receiving camera signals.
  • Confirm that the Tele-Promper monitors are functioning.
  • Get the mics out of control room and assist anchors attaching them if needed.
  • Check lighting; adjust lights or anchor positions if needed.
  • Give anchor cues.
  • Return mics to control room.
  • Turn off power to cameras & monitors.
  • Turn off stage studio lights.

7. BRAVELINE

  • Four minute feature piece about Bethel High School or events in the Bethel School District
  • One story completed every-other month in groups of two by all staff.
  • One Camera person
  • One Reporter

B. Qualifications:

  • Meets at least one criteria for staff selection.
  • Works well in teams.
  • Works well under stress.

C. Job Expectations:

  • Completes all assigned jobs and BraveLine clips by deadline
  • Works well with others when assigned by adviser to assist.
  • Participates in KBHS production sessions.
  • Participates in staff meetings.
  • Acts in a professional manner when representing KBHS News.
  • Keeps accurate log of weekly work completed

IV. Probationary Status or Removal from Staff

A. Staff members who earn a "C" grade or lower for the first quarter of the semester will be placed on probation. Staff members who have a "C" grade or lower for first semester will not be allowed to continue the class a second semester.

B.Staff members who plagiarize or who are intentionally involved in libelous, slanderous, or obscene comments or images aimed at students, faculty, school administrators or community members will be removed from class immediately and receive no credit for the course.

V. Grading

Grades will be determined by self-evaluation and adviser evaluation rubrics.

 VI. Attendance Policy

Developing good work habits is a part of the Bethel School District's core essential learning's. Employers expect literate, cooperative workers who place a high priority on being on the job, on time, every work day. Poor attendance in the classroom is disruptive and will result in disciplinary action. Poor attendance will affect the grade you receive in this class. Further, Washington State law states: "A student may earn a failing grade in any class for lack of attendance or truancy if the teacher has on file with the building principal, course objectives which specifically require regular attendance for satisfactory course completion." This attendance policy serves as an attendance course objective for the Radio & Television Broadcasting class at Bethel High School.

ATTENDANCE: As with any job, when you do not attend, you do not get paid. The same applies to your grade in class. Excessive (10 or more) un-excused absences are cause for disciplinary action and/or suspension (WAC 180-40) and loss of credit for this class.

TARDY POLICY: A "Tardy " is defined as arriving to class after the tardy bell rings. You will loose 1 point for each tardy. Students who arrive after the first 10 minutes of class will be counted absent for the day. A signed note from a Bethel High School staff member will be the only accepted excuse for a tardy.

NOTIFICATION: Each student receives a copy of the school attendance policy. When a student has accumulated 4 absences the parent will be contacted by telephone. A letter in the mail will be sent home when a student reaches 7 absences.

1987 Radio & Television News Directors Association Code of Broadcast News Ethics

The responsibility of radio and television journalists is to gather and report information of importance and interest to the public accurately, honestly and impartially. The members of the Radio- Television News Directors Association accept these standards and will:

A. Strive to present the source or nature of broadcast news material in away that is balanced, accurate and fair.

  • They will evaluate information solely on its merits as news, rejecting sensationalism or misleading emphasis in any form.
  • They will guard against using audio or video material in a way that deceives the audience.
  • They will not mislead the public by presenting as spontaneous news any material which is staged or rehearsed.
  • They will identify people by race, creed, nationality or prior status only when it is relevant.
  • They will clearly label opinion and commentary.
  • They will promptly acknowledge and correct errors.

B. Strive to conduct themselves in a manner that protects them from conflicts of interest, real or perceived. They will decline gifts or favors which could influence or appear to influence their judgments.

C. Respect the dignity, privacy and well-being of people with whom they deal.

D. Recognize the need to protect confidential sources. They will promise confidentiality only with the intention of keeping that promise.

E. Respect everyone's right to a fair trial.

F. Broadcast the private transmissions of other broadcasters only with permission.

G. Actively encourage observance of this Code by all journalists, whether members of the Radio-Television News Directors Association or not.
